Certificate holder,
defined.

A certificate holder is the person or business that receives a certificate of insurance as proof that a policy is in force. Listed in the certificate holder box on the ACORD 25, they are notified of the coverage but, unlike an additional insured, are not granted any coverage under the policy themselves.

Certificate holder vs additional insured

Contracts often require both: the requesting party is named as the certificate holder to receive proof of coverage, and sometimes also as an additional insured to actually be covered.

Being a certificate holder confers no rights under the policy; it only means the holder is on file to receive the certificate and, depending on the form, notice of cancellation.

Does a certificate holder have coverage under the policy?

No. A certificate holder only receives proof that a policy exists. To be covered under the policy, a party must be added as an additional insured by endorsement.
